Intermediate Care Facility
Parents and Friends of the Specialized Living Center (SLC) is a licensed 100-bed intermediate care facility for the developmentally disabled adult that provides training and supervision in a home like environment. SLC has been operated and managed by the nonprofit organization "Parents and Friends of the Specialized Living Center" for over 20 years. We accept Title XIX eligible clients as well as all other clients without regard to race, color, or national origin in compliance with the Civil Rights Act, Title VI as amended. We adhere to guidelines set forth by the Illinois Department of Mental Health and Development Disabilities.

History
main admin buildingThe Specialized Living Center was completed in the summer of 1979 and was built by the Capital Development Board and the State of Illinois to serve the developmentally disabled adult in 34 counties of Southern Illinois. SLC was owned by St. Clair County and managed by St. Clair County Community Mental Health 708 Board. In January of 1982 the non-profit organization, Parents and Friends of the Specialized Living Center Inc. (SLC), with president Agnes Schloemann, was chosen by a special task force of the Mental Health Board to take over ownership/management of the SLC. The Center continues to be licensed and certified by the State of Illinois and Illinois Department of Public Health as an intermediate care facility for 100 DD adults. The Center was one of five originally set up in the State to provide services and care to individuals closer to home and at a lower cost than a state hospital. It is Located in a residential area of Swansea, IL. In 1987 SLC opened H.O.M.E. # 2, a group for 8 DD adult men, in Fairview Heights, on property owned by Our Lady of Assumption Chruch. Also in 1991, another 8-bed group home was built in Swansea.

Chad Rollins came to SLC in 2000 to fill the shoes of Agnes Scholoemann who retired after 20+ years of dedicated service with us. Time has moved on and wear and tear has taken its toll and in 2001, Parents and Friends of the Specialized Living Center received community development funding from the St. Clair County Community Mental Health 708 Board to renovate one of our buildings into a more home-like atmosphere for our clents. It was renamed "Schloemann House" and it is SLC's goal to continue renovating all the bulidings and providing that same atmosphere for all of the individuals that call SLC home.
